Management team decided to make a counter off to make one staff stay when he submitted his resignation. Should HR be drafting a letter for the staff ?

Yes, it will be good for HR Personnel to do the drafting of letter for the counter offer with the information input from management team. This is to keep track of all employees movement within the Company.
