2nd Call for Project Proposals Announced under EaP CSF Re-granting Scheme

Following the success of the previous year, the Eastern Partnership Civil Society Forum (EaP CSF) Secretariat is launching the 2nd Call for Proposals in order to support projects of the EaP CSF members with a regional dimension that can contribute to achieving the mission and objectives of the EaP CSF.

The proposals must be submitted to the following email address: applications@eap-csf.eu by 21 February 2016, midnight (24.00 CET).

The window for consultations with the EaP CSF Secretariat (for example: on eligibility, project activities and assistance with finding project partners) is open until 12 February 2016. Please send your questions via email at: vera.rihackova@eap-csf.eu

EaP CSF Steering Committee Held its 1st Meeting this Year

Steering Committee (SC) members of the Eastern Partnership Civil Society Forum (EaP CSF) gathered on 28 and 29 January for their first meeting of this year to define the main priorities of the Forum and decide on its 2016 working programme. During the first meeting of the year, the Steering Committee elects its co-Chairs. This year, Krzysztof Bobiński of Unia & Polska Foundation was chosen to continue his work as EU co-Chair and Uladzislau Vialichka of International Consortium EUROBELARUS took the role of EaP co-Chair.

Presentation of EaP CSF Regranted Projects on DCFTA Implementation at the Permanent Representation of Lithuania

The Eastern Partnership Civil Society Forum and the Eastern Europe Studies Centre from Lithuania held on 27 January the panel discussion: “DCFTA Implementation in Georgia, Moldova and Ukraine: Overcoming Challenges and Embracing Opportunities”. The event took place at the Permanent Representation of Lithuania to the European Union and was opened by H.E. Jovita Neliupšiené, Lithuanian Permanent Representative to the EU.

The two analytical studies prepared under the EaP CSF regranting scheme focused on the DCFTA implementation in Georgia, Moldova and Ukraine and were presented by the contributing experts Dovilé Šukyté, Iurii Vdovenko and Sergiu Mihailov.

Open Letter on the Situation in Moldova to HR Mogherini and Commissioner Hahn

The Steering Committee (SC) of the Eastern Partnership Civil Society Forum addressed an open letter on current developments in Moldova to High Representative of the European Union for Foreign Affairs and Security Policy Federica Mogherini and Commissioner for European Neighborhood Policy and Enlargement Negotiations Johannes Hahn. Considering the volatile and complex situation in Moldova that could rapidly bring the country on the brink of destabilization, the SC urges the EU to form a mediation task force of people who know the country and can communicate with Moldovan media. The task force should put conditions for real change and reforms in the country. The representatives of Moldovan civil society should be included in the process to make this process more transparent and credible.

Statement on the Deteriorating Human Rights Situation in Armenia

The Steering Committee issued a statement expressing concern about the increasing number of human rights violations of civil and political activists by Armenian authorities. Since the beginning of 2016, Armenian authorities have tightened repression against political opponents and by arresting one more activist increased the number of political prisoners to 13. The Statement calls on the Armenian authorities to immediately release Gevorg Safaryan and the remaining 12 political prisoners and stop the persecution of the opposition, as well as the violation of fundamental political and civil rights and freedoms.

Ad Hoc Commission of the Belarusian National Platform Highlights Little Progress in the Implementation of EHEA Fundamental Academic Values

The Ad Hoc Commission of EaP CSF Belarusian National Platform prepared the Monitoring Report on the Implementation of Belarus Roadmap for Higher Education Reform for the period of June-December 2015. The Commission analysed the progress of the implementation in the areas of the Ministry of Education’s planning, transparency, social dimension of higher education, and fundamental values. It concluded that although the Ministry of Education undertook steps to begin the Roadmap implementation on paper, in reality, a climate of intimidation persists in Belarusian universities and there is little progress in the implementation of EHEA fundamental academic values.

Recommendations from CSOs on Monitoring and Evaluation of Association Agreements with the EU

EaP CSF members have gained certain experience in monitoring the AAs/DCFTAs implementation. On the basis of this experience and discussions with policy makers the recommendations on increasing the effectiveness of civil society’s involvement in this process were developed. The author, Leonid Litra from the Institute of World Policy in Kyiv, Ukraine, interviewed a number of civil society experts from Georgia, Moldova and Ukraine.
